Objective values lag the market, so the 3.09% often bites less than the headline suggests — but the engineer’s certificate can kill a deal the tax office would happily take. Unpermitted semi-outdoor conversions must be legalized before transfer, not after.

Most of the Athens basin sits in the €800,000 Golden Visa tier. If residency is part of the thesis, the municipality boundary is the first line of diligence, and the notary will want the funds visibly wired from abroad.
