The official Public Registry Extract (NAPR) is the sole legally binding proof of real estate ownership in Georgia. Whether buying an apartment, providing collateral, or signing a lease, verifying the registry extract is the essential first step.

What Is a Cadastral Code and How to Read It

Every land parcel and registered unit in Georgia has a unique cadastral code (for example 01.14.03.001.025). Read the segments on the extract and on the cadastre map — do not decode the code by eye.

The Three Core Sections of the Extract

  1. Ownership Title (Section I): Legal owner full name, personal identification number, and title acquisition deed (sale-purchase agreement, gift, inheritance, or privatization).
  2. Mortgages and Collateral (Section II): Discloses any bank or private mortgage, principal loan amount, and claim priority. A mortgaged property cannot be transferred without written consent from the mortgagee.
  3. Liens, Restraints, and Tax Seizures (Section III): Any court attachment, enforcement bureau freeze, or tax lien freezes title transfers completely until formally released.

4 Rules to Avoid Costly Traps

  • Extract Date: Always request a fresh extract on the morning of the transaction. Extracts cost 13 GEL for 1 business day or 52 GEL for same-day electronic issuance.
  • Verify the Barcode and QR Code: Every authentic NAPR extract features a unique barcode and QR code linking directly to napr.gov.ge to guarantee authenticity.
  • Cross-check Cadastral Boundaries: Inspect official parcel borders on the sivrce cadastre map. Actual fences or structural extensions frequently deviate from registered boundaries.
  • Multiple Owners: If multiple co-owners are listed on title, each must sign the agreement in person or provide a certified power of attorney.
